National College of Science & Technology and National Police Commission Formalize Partnership for NAPOLCOM Scholarship Program

May 13, 2026 – Dasmariñas, Cavite

The National College of Science & Technology officially signed a Memorandum of Understanding (MoU) with the National Police Commission for the implementation and strengthening of the NAPOLCOM Scholarship Program during a signing ceremony held last May 8, 2026 (Friday).

The partnership was established under the leadership of FDr. Emerson B. Atanacio, MPM, MAEd, President and Chief Executive Officer of the NCST Education System, and Commissioner, Vice Chairperson and Executive Officer Atty. Rafael Vicente R. Calinisan of NAPOLCOM, represented during the ceremony by Dir. Arlene Castro-Co, Deputy Executive Officer.

The Memorandum of Understanding aims to provide a more accessible and beneficiary-centered scholarship assistance program for qualified scholars, particularly surviving children of deceased and/or permanently incapacitated Philippine National Police personnel under Republic Act No. 6963.

Through the agreement, NCST expressed its commitment to support qualified NAPOLCOM scholars by streamlining scholarship coordination and institutional support for beneficiaries and their families.

Through this initiative, NCST Education System continues to strengthen its commitment to educational accessibility, institutional collaboration, and nation-building by creating opportunities that support scholars and their families through meaningful partnerships with government agencies and stakeholders.
